Burnaby, BC, legaltech firm Clio has acquired Kitchener-Waterloo’s Page, which sells AI-powered government relations software to monitor emerging legislation and regulations.
Clio announced the news today in Boston at its annual ClioCon conference, alongside some new features. Clio also revealed plans to release a “reimagined” AI platform to simplify how clients interact with its products, as well as its latest legal trends report, which found that 85 percent of legal professionals have adopted AI, up from 79 percent last year.
“The future of legal AI is knowing where the law is going as clearly as we know where it stands today.”

The financial terms of the Page transaction, which closed this month and marks Clio’s ninth acquisition to date, were not disclosed. Page’s full 12-person team is joining Clio. The company plans to integrate Page’s “horizon scanning” tech into its platform “over the coming months” to ensure that the legal teams using it can better spot and prepare for new requirements before they take effect, while Page continues to serve existing clients through its current product.
“The future of legal AI is knowing where the law is going as clearly as we know where it stands today … With Page, we’re opening an entirely new dimension of legal intelligence, giving lawyers the foresight to anticipate what’s coming and a stronger voice in shaping what happens next,” Clio co-founder and CEO Jack Newton said in a statement.
“As our two industries converged, Page joining Clio felt like the obvious next step … Legal professionals care deeply about what governments and regulators change, and tracking exactly that is what Page does,” Page co-founder and CEO Ben Cox told BetaKit over email.
Clio sells software that helps lawyers manage their legal practices more efficiently by centralizing functions like client intake, case and document management, and payments, as well as to completing administrative, research, drafting, and other tasks faster with AI.
Today, Clio caters to more than 400,000 legal professionals, including people working at some of the world’s largest law firms, corporate legal departments, and government teams. Like many other businesses, Clio has spent the past couple of years trying to evolve from a software-as-a-service product to an AI-first platform, including through its landmark purchase of Spanish-American peer vLex late last year.

As AI shakes up the business of law, Clio has indicated that it views the tech as a “foundational” part of its vision and the industry’s future.
Clio vice-president (VP) of legal innovation Ed Walters told BetaKit over email that with today’s launch, Clio has revamped its platform to ensure AI can process “the full context of a firm’s work and carry it forward across the entire client and matter lifecycle.”
“Where the previous experience relied a bit more on people to connect the information and initiate each step, the new Clio has agents that coordinate the work itself, adapting as matters evolve while legal professionals remain in control,” Walters added. “That means AI is now operating as infrastructure. It’s not just a chatbot, but part of the connective tissue between each part of the lawyer’s desktop.”
Page helps extend that context a bit further. Founded in 2024 by CEO Ben Cox and CTO Elliot Dohm, who previously spent nearly a decade at Shopify, Page keeps lawyers abreast of relevant developments by analyzing bills, regulations, legislative hearings, and other government materials. It also helps government relations professionals track and influence the policymaking process using AI.

Today, Cox said Page offers a more fulsome product across not just Canada but the United States, United Kingdom, European Union, and Australia, that monitors tens of thousands of sources across 80-plus jurisdictions and powers a quarter of the Fortune 100.
Page had raised $5.5 million CAD in total funding from a group that included New York City’s Twelve Below, San Francisco-based Go Global Ventures and Canaan Partners, Toronto’s Ripple Ventures, and Kitchener-Waterloo’s Garage Capital.
“We want every organization to know what governments are doing the moment it matters, and joining Clio is how we get there sooner.”
Cox said the startup had long admired Clio, which employs other former Shopify colleagues, and saw a path to faster growth under the same roof. “We want every organization to know what governments are doing the moment it matters, and joining Clio is how we get there sooner,” he added. For Clio, buying Page offered a quicker path to rolling this capability than building it, Clio VP of corporate development Shubham Datta told BetaKit over email.
This deal and these other announcements are the latest in what has been a busy year for Clio. The company surpassed $500 million USD in annual recurring revenue in May, six months after hitting $400 million.
Clio also opened a US headquarters in New York City (NYC), completed two other legaltech acquisitions, buying up Toronto’s Jurisage and NYC-based Learned Hand, brought its AI legal workspace product, Clio Work, to Canada, bolstered its leadership team with some key hires and promotions and saw its legal battle with smaller Toronto peer Alexi escalate.
Foreign legaltech firms Harvey and Legora have also set their sights on the Canadian market and opened new Toronto offices this year in a push to grab both talent and customers, spelling more domestic competition for local upstarts like Clio, Blue J, and Spellbook, as well as more established players, including Thomson Reuters and Dye & Durham.
