Massachusetts gun owners face Oct 28 registration deadline before repeal vote

As voters get ready to cast their ballots in the upcoming U.S. elections, gun laws and firearm history have become important topics on state ballots. In Massachusetts, gun owners are rushing to meet an October 28 registration deadline.

The deadline comes just six days before voters decide whether to repeal the law that created it. Meanwhile, in Idaho, voters are making a symbolic choice of their own. They are choosing an official state firearm from a list of six historic weapons. These different measures show how states across the United States are taking different approaches to gun ownership, regulation and local culture ahead of Election Day on November 3.

Registration requirement in Massachusetts

The upcoming deadline in Massachusetts comes from House Bill 4885, also known as Chapter 135. Governor Maura Healey signed the wide-ranging gun law into effect. According to reporting by the Associated Press, the law created a required electronic system to track firearm ownership across the state. Under the law, gun owners must register all firearms that have not been recorded before. This includes grandfathered assault-style rifles.

Owners must register these weapons through the state's online portal by October 28. The law also introduces strict new rules for serial numbers on firearm frames and receivers. It places limits on ghost guns and strengthens safety training requirements for people applying for firearm licences. Supporters say the online system gives law enforcement important tools to fight illegal gun trafficking and track weapons that cannot be traced.

The Associated Press reported that public safety advocates see the registration system as a necessary step towards improving state oversight and preventing violent crime.

Opponents push for referendum repeal

Gun owners and civil rights groups in Massachusetts have strongly opposed the October 28 registration deadline. Opponents, led by the Civil Rights Coalition, collected enough signatures to put Question 9 on the November 3 ballot. A veto referendum allows voters to decide whether to keep or repeal House Bill 4885 in full.

Under state referendum rules, voting "no" would repeal the law, while voting "yes" would keep it in place.

According to legal updates from the Serpa Law Office, the timing of the vote has caused considerable confusion among gun owners across the state. Since the registration deadline comes six days before Election Day, gun owners are still legally required to register their firearms. Failing to register by October 28 is a criminal offence under current state law.

Even if voters repeal the law on November 3, that decision will not erase violations committed while the law was in effect. Opponents say the short time available for registration places an unfair burden on law-abiding citizens. They also argue that the law defines prohibited firearm features too broadly. In their view, this could turn people who previously owned legal firearms into offenders without giving them clear guidance about the rules.

Idaho voters to choose official firearm

While Massachusetts debates stricter gun oversight, voters in Idaho are considering a non-binding referendum to choose an official state firearm. The ballot measure began with House Bill 932, which passed both chambers of the Idaho Legislature with unanimous support before Governor Brad Little signed it into law. According to reporting by the Associated Press and local news outlet KTVB, the advisory question asks voters to choose one of six historic firearms.

The goal is to recognise Idaho's frontier history and contributions to the military. The options listed on the Idaho ballot include:

Symbolic choice versus legislative action

Unlike the Massachusetts registration requirement, the vote in Idaho will not immediately change state law. According to Ballotpedia and KREM-TV, the measure is an advisory vote intended to help guide lawmakers in future legislative sessions. The firearm that receives the most votes will not automatically become Idaho's official state gun.

State lawmakers will still need to prepare and pass formal legislation in a later session to make the designation official.

Supporters of the measure include state Representative Jason Monks, who sponsored the bill. They argue that choosing an official state firearm would honour Idaho's long history of hunting, sport shooting and firearm manufacturing. However, the proposal has received some criticism from commentators who question whether an advisory vote needs to appear on an already lengthy election ballot. The Idaho Statesman noted that while many people support recognising the state's heritage, some civic observers believe the choice could have been made through an online survey instead of an official ballot question. Both state measures show how guns remain an important issue for voters. In Massachusetts, the debate centres on meeting new legal requirements, while in Idaho, the focus is on recognising the state's history and culture.
