"Europe decides who comes to our Union and how," European Commission President Ursula von der Leyen said in a press release about Tuesday's proposal.
The proposal includes expanding the border agency Frontex to up to 30,000 staff, including through a joint European “reserve.” Frontex will also be given a dedicated return coordination centre to speed up the return of people who do not have the right to stay in the EU.
To prevent events like those in the Spanish exclave of Ceuta, where tens of thousands of migrants and asylum seekers arrived in a short period at the end of July, a special monitoring centre and a rapid reaction force are proposed for use in similar crises.
