Peru Red Rain Alert as River Hits 30 Homes

PERU · WEATHER

Peru’s weather service has raised its red alert for heavy rain on the north coast and in the highlands until Thursday. A river surge in the Kimbiri valley has already left dozens of families needing help.

Peru has issued a red alert for rain of strong to extreme intensity, running from Tuesday, 27 October, to Thursday, 29 October. Tumbes and Piura, on the north coast, face the strongest downpours.

On Monday, 26 October, a river surge in Kimbiri, in the Cusco region, damaged homes and trapped eight people, who were rescued. US travellers should check conditions before heading to the north coast or the Cusco highlands.

What Happened in Tumbes and Piura

Senamhi, Peru’s national weather and hydrology service, has issued notice No. 440 at red level. The alert ends at 23:59 on Thursday, 29 October.

The notice covers 11 regions in all, including Cusco and Puno, with snow expected above 3,900 metres (12,800 feet) in the south. Tumbes and the inland coast of Piura face stronger rain than the others.

Rain began in Tumbes on Monday night, moderate at first, and grew heavy in the early hours of Tuesday, according to Senamhi. By Tuesday morning, streets and homes were flooded, mostly in Zarumilla province and in Tumbes city.

Tumbes stations recorded 30 to 50 millimetres (1.2 to 2 inches) of rain between Monday and 6 a.m. on Tuesday. The education office in Zarumilla moved classes online.

Nelson Quispe, a Senamhi specialist, said similar totals should continue for two more days. He linked the storms to warm sea-surface temperatures.

What Happened in Kimbiri

The Kimbiri river rose suddenly on the afternoon of Monday, 26 October, after intense rain. The district lies in the Vraem, the valley of the Apurímac, Ene and Mantaro rivers, in Cusco.

Police, soldiers and civil defence brigades rescued eight people that night, including at least two minors. Six men were stranded on an islet near a bridge, and two others were trapped in a house.

Antonio Rivera, a government-appointed sub-prefect who coordinates the Vraem, said about 30 rustic homes were damaged in Santa Virginia. About 60 residents there evacuated.

Cusco governor Werner Salcedo said 65 families were affected, 45 in Santa Virginia and 20 in Pomorani. Roads and farmland were also damaged, and heavy machinery was sent to clear routes.

Kimbiri mayor Héctor Dipas Torres asked the army, firefighters and civil defence for help. Damage assessments were still under way on Tuesday.

Rivera said late on Monday that no deaths or missing people had been reported. Officials describe a sudden river rise, though Peruvians also use huaico for mud-and-rock flash floods.

Why It Matters

Peru is entering El Niño Costero 2026-27, a warming of the sea off its coast that brings heavy rain to the north. Senamhi said on 22 October that rain should become more intense and frequent from November.

Indeci, Peru’s civil defence institute, told local governments to clear evacuation routes and warned of landslides and huaicos. It also urged families to reinforce their roofs.

The Piura flood of 20 October and the US$5.2 billion El Niño stimulus show how Peru is preparing. The ministers’ visits to flood zones began earlier this month.

What It Means for You

US visitors to Tumbes, Piura or the northern beaches should expect flooded streets and possible delays through Thursday, 29 October. Check with airlines, bus lines and hotels before travelling.

The red notice also covers the whole Cusco region, so ask tour operators about road and rail conditions. Kimbiri is a river-valley district, not a usual tourist stop.

The US State Department, Washington’s foreign ministry, publishes a Peru travel advisory, which could not be opened for this report. Senamhi sends warnings through its Senamhi Perú Móvil app, and the Peru hub tracks the wider picture.

What Is Not Known

Whether anyone is missing in Kimbiri is unconfirmed, because one local report cites community authorities for two missing people. An official said late on Monday none were missing, and a report of swept-away fishermen is also unverified.

The Senamhi notice could not be opened, so its 11 regions come from coverage; one report lists only nine. Reports also differ on Kimbiri, with about 30 homes destroyed in one account and damaged in others.

One report gives a reading of 53.4 millimetres at Puerto Pizarro, which no second source repeats. Santa Virginia counts also differ, with about 60 residents in one account and 45 families in another.
