The RIK said the Student List won 24.74 percent, while the Socialist Party of Serbia (SPS) won 2.33 percent of the votes of inmates.
A total of 6,267 of the 8,295 registered voters in prison facilities cast ballots at 28 polling stations.
The SNS passed an amnesty law after coming to power in 2012, reducing the sentences of around 3,600 prisoners by a quarter. The measure led to the release of around 1,100 people and helped then-president Tomislav Nikolic win about 58 percent of the prison vote in that year's presidential election.
