Pakistan’s Directorate General of Customs Valuation Karachi has revised customs values for three types of imported firearms under Valuation Ruling No. 2121/2026.
The ruling fixes the customs value of a Norinco CF98 9mm pistol at $140 per piece, while another CF98 9mm pistol has been valued at $134 per piece. The customs value of a Norinco CQ A5 rifle, caliber .223 Rem, has been set at $205 per piece. The revised values apply to imports from all origins.
Issued under Section 25A of the Customs Act, 1969, the new ruling replaces the previous valuation determined in May 2023 and an addendum issued in September 2024 for the covered firearms.
The reassessment followed requests from stakeholders to review existing customs values. The directorate also acted on an order issued on May 25, 2026, directing a fresh valuation exercise for arms and ammunition.
During the process, officials reviewed import data, previous valuation records, market information and documents submitted by stakeholders. Market inquiries were also conducted to determine prevailing prices.
According to the ruling, the transaction value method could not be applied because the required information was unavailable. The methods for identical and similar goods were also considered unsuitable due to differences in brands, models, specifications and declared values.
Consequently, the customs values were determined through market inquiry under Section 25(7) of the Customs Act, 1969.
