Kuwait is considering introducing rental credit reports through the Kuwait Credit Information Network (Cynet), in a move that could transform how landlords and real estate companies evaluate prospective tenants by providing a documented record of their rental payment history.
According to Al-Jarida newspaper, the proposed system would incorporate tenants’ rental records into the existing credit information network, allowing property owners to assess applicants’ payment behaviour and ability to meet their rental obligations before signing a lease.
The planned report would detail properties and units previously rented by an applicant, their regularity in paying rent and any recorded instances of late or missed payments. It is also expected to cover relevant rental disputes and legal proceedings, including whether disputed obligations have subsequently been settled.
Links with government and financial institutions
Work on the proposed system includes plans to connect Cynet with relevant entities, particularly the Ministry of Justice, banks and real estate companies. These links would help compile information relating to a prospective tenant’s rental, financial and legal history, subject to the regulations governing access to credit information.
The report would provide landlords with an additional tool for screening rental applications, complementing the documents commonly requested today, such as proof of salary, employment details and other financial records.
While an applicant’s income offers an indication of their ability to afford rent, their previous payment record could provide further insight into how consistently they meet financial commitments. Information about past rental disputes and the status of outstanding obligations could also help landlords assess potential risks before entering into a lease agreement.
Reducing rental defaults and disputes
The proposed system is intended to help property owners and real estate companies reduce exposure to tenants with a history of payment defaults, potentially limiting rent arrears, non-payment cases and the legal costs and time associated with recovering outstanding dues or reclaiming properties.
However, the proposed report could also benefit tenants with a consistent record of paying rent on time. A documented history of responsible payments would give them a record to present when moving to another property, allowing prospective landlords to consider their previous conduct rather than relying solely on the documents submitted with a new application.
The initiative would therefore go beyond identifying payment problems. By recording both positive and negative rental behaviour, it could establish a more comprehensive picture of a tenant’s history, similar to the role credit records play in assessing other financial commitments.
Apartments account for 44.4 percent of real estate units
The proposal comes as Kuwait’s housing and rental market continues to expand. According to the latest edition of the Public Authority for Civil Information’s guide to buildings and real estate units, the country had approximately 229,700 buildings at the end of June 2026.
The total number of real estate units reached around 808,600 at the end of June 2026, up from approximately 796,600 a year earlier, representing an increase of 1.5 percent. Apartments accounted for the largest share of the total, representing 44.4 percent of all real estate units.
Houses made up 22.4 percent, while shops accounted for 20.5 percent. Over the decade from June 2016 to June 2026, the compound annual growth rates for shops, houses and apartments stood at approximately 3.6 percent, 1.9 percent and 1.4 percent, respectively.
If introduced, rental credit reports would add a new layer of information to Kuwait’s property rental market, potentially helping landlords make more informed decisions while allowing tenants with strong payment records to demonstrate their reliability.
