Tajikistan President Emomali Rahmon and Dushanbe Mayor Rustam Emomali on October 27 laid the foundation stone for three two-level overpasses and a road bridge reconstruction project on Saadi Sherozi Avenue in the capital’s Sino district.
The project is part of Dushanbe’s General Plan and the reconstruction of Saadi Sherozi Avenue. Once completed, the structures are expected to improve traffic flow and upgrade transport infrastructure in the area.
Construction will take place in two phases. Authorities have not announced the project’s cost or completion date.
In February 2025, Asia-Plus reported that the capital planned to build two overpasses — near the state circus and the meat-processing plant. At the time, Dushanbe Road Construction Department head Muhammadyusuf Rahimzoda said the design for a two-level overpass on Saadi Sherozi Avenue had been agreed with the European Bank for Reconstruction and Development (EBRD), and a feasibility study had been prepared.
In January 2024, city authorities presented plans to reconstruct the avenue between Nemat Qaraboyev Street and the bridge over the Dushanbe River, citing traffic congestion and road safety among the key issues to address.
New aerated concrete block plant opens
Also on October 27, Rahmon and Rustam Emomali attended the opening of the Eco Block construction materials plant in Dushanbe’s Shohmansour district.

Built on the initiative of local entrepreneur Akbar Asadullo, the plant has a design capacity of 300,000 cubic meters of aerated concrete blocks per year. It will produce seven types of blocks, some of which were previously imported.
The company says its automated production process comprises six stages, from raw material preparation to packaging, reducing the need for manual labor.
Tajikistan currently has 35 aerated concrete block manufacturers. They produced 150,000 cubic meters of output in the first nine months of 2026, including 10,000 cubic meters in Dushanbe.
The new plant is expected to boost domestic production, reduce reliance on imports and create opportunities for exports.
Beverage and confectionery production expands
The president and the mayor also launched production at Shahdob LLC in Shohmansour district.
The facility has three production lines: two for drinking water and beverages and one for confectionery. The beverage lines can produce 400,000 bottles a day, while the confectionery workshop has a daily capacity of more than three tons.
The plant produces around 50 types of beverages and 15 types of confectionery under the Shahdob and Shirinihoi Shukrona brands. It employs 120 people.
Solar panels with a capacity of 150 kW have been installed on the roofs of the production buildings and are expected to reduce electricity consumption by up to 10%, according to design estimates.
A new confectionery plant is planned next to the existing facility. With a daily capacity of 30 tons, it is expected to produce 23 types of confectionery and create around 120 additional jobs. Construction is scheduled to take one year.
