MOSCOW, October 26. /TASS/. The Russian Commissioner for Human Rights Yana Lantratova responded to Kiev’s statements by saying that forced evacuation of families with children from Alyoshki in the Kherson Region is unacceptable.
Russia hopes that Ukraine will fulfill all agreements on the humanitarian mission in the city, Russian Presidential Spokesman Dmitry Peskov said.
TASS has compiled the key facts known at the moment.
Implementation of the ceasefire plan
- The United States has prepared a detailed plan for how the ceasefire regime in Alyoshki will function down to the minute, said Marc Beckman, senior adviser to the First Lady of the United States, in a comment to Vesti.
- On October 24, Lantratova said that both Russia and Ukraine are fulfilling their commitments under the agreements on the humanitarian mission in the town of Alyoshki in the Kherson Region.
Russia not amenable to forced evacuation
- Lantratova responded to Kiev’s statements by saying that the forcible removal of families with children from Alyoshki is unacceptable.
- She pointed out that if Ukraine wants people to make an informed decision, it should give them that opportunity by allowing them to live in peace and ordering its military to stop daily shelling of the town and mining of the roads.
- The ombudsman noted that people "are capable of making informed decisions on their own."
- "Everything must be done voluntarily, taking into account their interests specifically, and not those of the Kiev authorities, who have suddenly become concerned about the people living there," she said.
- Lantratova reminded that Alyoshki is Russian territory, where only Russian laws apply, and references to Ukrainian legislation carry no weight there.
Fake concern about residents
- Kiev is claiming in Ukrainian media that it is concerned about the residents of Alyoshki, Rodion Miroshnik, the Russian Foreign Ministry’s ambassador-at-large on issues related to the crimes of the Kiev regime, wrote on Telegram.
- However, he said that on October 24 between 7:15 a.m. (4:15 a.m. GMT) and 8:30 a.m. (5:30 a.m. GMT) 28 mines were launched at Alyoshki; at night, Ukrainian drones continued to remotely mine the access routes to the town.
- The civilian population of Alyoshki did not receive humanitarian aid from Ukraine; all reports to the contrary are false, Svetlana Popova, an evacuated resident of the town, told TASS.
Reaction to the ceasefire
- Lantratova thanked US First Lady Melania Trump and all members of the negotiation group for their cooperation in organizing a humanitarian mission in Alyoshki.
- UN Secretary General Antonio Guterres welcomed the agreement, according to a statement by his official spokesman Stephane Dujarric.
- Guterres also expressed hope that this and other steps will help improve the dire humanitarian situation in Alyoshki and will make it possible to immediately provide vital assistance, as well as to carry out a safe and voluntary evacuation of the city’s residents in strict compliance with international humanitarian law.
- White House Communications Director Steven Cheung called the agreements an important step towards resolving the Ukrainian conflict.
- The humanitarian communication channel between Lantratova and Melania Trump’s team on Alyoshki will help convey the truth about the living conditions in the city, which remains under Ukrainian blockade, Miroshnik said.
- Konstantin Basyuk, deputy head of the Federation Council Committee on Defense and Security, expressed hope that the humanitarian corridor to the town would not be disrupted.
- Russian Presidential Spokesman Dmitry Peskov said that Moscow hopes that Ukraine will fulfill all agreements on the humanitarian mission in Alyoshki.
- In his opinion, the agreements on the humanitarian operation could set a precedent for missions in other areas as well.
Agreement between Moscow and Kiev
- The White House said on October 23 that Russia and Ukraine had agreed to cease fire in Alyoshki starting on October 29, 2026.
- It was noted that the countries agreed to cease all hostilities in Alyoshki to ensure the delivery of humanitarian aid and to prepare for the evacuation of the civilians through a special safe corridor.
- Reports also indicated that an independent media organization from the United States would monitor and document the actions of Russian and Ukrainian groups on the ground throughout the entire process.
- Later, Chief of the General Staff, Army General Valery Gerasimov, said that Russia would introduce a ceasefire in the Kherson direction starting at 4:00 a.m. Moscow time (1:00 a.m. GMT) on October 27 to carry out the humanitarian operation.
- Ukraine’s General Staff said that it would observe the ceasefire starting from 4:00 a.m. Moscow time (1:00 a.m. GMT) on October 27 to carry out the humanitarian operation.
The situation in the city
- On September 21, Peskov described the humanitarian situation as critical.
- Kiev’s shelling and drone attacks made the delivery of any food or medicines to the town impossible.
- On September 1, a decisive attempt was made to break the blockade to deliver humanitarian aid, but Ukrainian militants fired on the convoy of vehicles and almost completely destroyed the cargo, said Miroshnik.
- Four vehicles loaded with ten tons of food were attacked at the entrance to the town.
- Residents of nearby settlements on the left bank of the Dnepr tried to deliver food to Alyoshki, but Ukraine prevented this, Svetlana Popova, an evacuated resident of the town, told TASS.
- Slightly more than 1,000 people remain in Alyoshki, Miroshnik said in a comment to Vesti.
- Previously, more than 20,000 people lived in the city, he said.
- Miroshnik noted that the situation deteriorated over the past four to five months.
