WESTERN CAPE — President Cyril Ramaphosa has received the findings of a panel that investigated how his instructions regarding Iran's role in a BRICS Plus naval exercise were disregarded earlier this year.
The report concerns Exercise Will for Peace 2026, a Chinese-led maritime drill conducted near Simon's Town and False Bay in January 2026. The exercise involved naval vessels from South Africa, China, Russia, Iran, and the United Arab Emirates.
Ramaphosa had directed that Iran's navy withdraw or limit its involvement, citing concerns that its participation could damage South Africa's standing internationally, particularly given strained US-Iran relations at the time.
The incident did spark controversy and also drew condemnation from the US Embassy in South Africa. Despite the presidential instruction, Iranian vessels, including the corvette Naghdi and the base ship Makran, remained involved in the sea phase of the exercise.
Panel chaired by Justice Ngoepe
A board of inquiry was instituted in February 2026 to examine the circumstances under which the presidential order was not carried out.
The panel was chaired by Justice Ngoepe. Its mandate centred on whether SANDF leadership had properly implemented Ramaphosa's directive and what accountability, if any, should follow.
The Presidency confirmed on 27 October 2026 that Ramaphosa had received the completed report and would take time to study its recommendations before determining next steps.
"The President will process the report and carefully consider its recommendations. Due to national security considerations, the work of the Panel, including the report, remains confidential," the Presidency said in a statement.
Public reaction remains mixed
The announcement drew scepticism from social media users, many of whom questioned whether any meaningful consequence would follow.
Shane Lewin said:
"First he will be shocked."
Siphamandla Masuku wrote:
"Mr Reports and Commission of Inquiry."
Garth Webb commented:
"It will go like all the rest; Out of sight, out of mind."
Frans Steyn asked:
"Why did it take so long? Like everything, that is why nothing happens."
Rina Kersten added:
"Going to be buried like all the other 'reports'."
Ivan Perring wrote:
"He will keep the report, paid for by taxpayer money, to himself."
South Africa justifies joint naval drills
In a related article, South Africa justified its naval drills with Russia, China, and Iran to focus on maritime cooperation and safety.
The exercises aimed to enhance collective responses against piracy and protect vital shipping lanes.
Briefly News reported that the drills have drawn criticism both domestically and internationally.
