Tajikistan and the European Bank for Reconstruction and Development (EBRD) plan to expand cooperation under a $900 million investment roadmap for 2026–2030. The proposal was discussed on October 27 in Dushanbe at a meeting between President Emomali Rahmon and the EBRD’s Vice President for Banking Matteo Patrone.
According to the Tajik president’s press service, the meeting focused on ongoing joint projects and opportunities to attract additional investment into Tajikistan’s economy.
Rahmon described the EBRD as one of the country’s key partners in economic development, infrastructure modernization and private-sector support.
The bank has operated in Tajikistan since 1993, implementing 201 projects with total investment exceeding €1.1 billion.
Solar power and electricity network upgrades
Green energy was among the main topics, particularly the construction of solar power plants using private investment. Rahmon proposed exploring opportunities for the EBRD to help finance such projects.
He said solar energy development could improve electricity supplies to households and businesses and increase exports of clean electricity to regional markets.
Modernizing electricity transmission and distribution networks and reducing power losses were also identified as priorities.

Financing for businesses and infrastructure
Rahmon emphasized the need to increase direct financing for manufacturing enterprises and improve access to affordable, long-term loans for small and medium-sized businesses, particularly in the regions.
The parties also discussed expanding lending in the national currency and preparing Tajik companies to issue bonds.
Other areas of potential cooperation include improving access to drinking water, modernizing sewage and irrigation systems, strengthening state-owned enterprise management and developing public-private partnerships.
The talks also covered education, digitalization and the possibility of attracting grants and technical assistance for social and climate-related projects.
