Nearly 400,000 people emigrated from Croatia between 2016 and 2025, but the country’s migration balance has changed in recent years, with more people arriving than leaving, according to figures reported by Croatian media from the Croatian Bureau of Statistics, N1 writes.
The figures highlight the scale of population movement over the past decade, during which Croatia experienced substantial emigration, particularly among its own citizens,
Of the people who left the country between 2016 and 2025, more than 287,000 were Croatian citizens.
The largest annual outflow was recorded in 2017, when 47,352 people emigrated. Croatian citizens accounted for 45,367 of those departures.
The trend reflected a period in which many Croatians moved abroad in search of employment, higher wages and other opportunities, particularly in other European Union member states.
Migration balance has shifted
More recent statistics indicate a change in the overall pattern, with Croatia recording more arrivals than departures.
However, a positive migration balance does not necessarily mean that all the long-term effects of emigration have been reversed.
The age profile of those leaving remains important. People of working age continue to account for a significant proportion of emigrants, raising questions about the country’s future workforce, demographic structure and the sustainability of public services.
Immigration has also become increasingly important to Croatia’s labour market, including sectors such as construction, tourism, hospitality and other services.
The distinction between Croatian citizens returning home and foreign nationals moving to Croatia is essential when interpreting the figures. A rise in total immigration does not automatically mean that the number of Croatian citizens living abroad has fallen by the same amount.
A longer-term demographic challenge
Croatia, like several other European countries, faces demographic pressures linked to an ageing population and relatively low birth rates.
The country’s ability to retain workers, encourage citizens living abroad to return and integrate newcomers will influence its future economic development.
The latest migration figures therefore present a more complex picture than the headline number of departures alone: Croatia has experienced substantial emigration over the past decade, while more recent data suggest that the overall balance has changed.
The figures also underline the importance of examining migration by citizenship, age and year, rather than relying on a single total to assess the country’s demographic outlook.
