Niger Accuses Chad, France of Drone Strike

NIGER · SECURITY

Niger says a drone from Chad, backed by France, killed two civilians in its desert north. Chad denies it and calls for proof.

Niger’s government says a drone strike killed two civilians in its northern desert on Saturday, 24 October. It blames neighbouring Chad and former colonial power France, and Chad denies it.

It matters to Americans because Niger hosted US military bases until 2024 and is a uranium producer. Both capitals now call for an independent international investigation.

What Happened in Agadez Region

Niger says the strike hit the Emi Lulu area of Agadez region at about 1:00 a.m. on Saturday. Agadez is Niger’s largest region and is mostly Sahara desert.

A government statement, published after the strike, says two civilians died and others were wounded. It adds that vehicles were damaged but names no victims.

Niger says the drone was launched from Chad with the support of France, which it calls a foreign power. It says its defence and security forces and judicial authorities found consistent material and technical evidence of the drone’s origin.

The government has not published that evidence. It says it will give it to international bodies.

Niamey, the capital, says it will summon Chad’s ambassador for a formal protest. It has taken the case to the UN Security Council, the body that handles threats to world peace.

It has also gone to the Peace and Security Council, the African Union’s crisis body, and asks for an independent international inquiry. It demands an end to what it calls hostile acts, and reparations.

It cites Article 51 of the UN Charter, which recognises the right of self-defence. It also says restraint is not weakness.

What Chad and France Say

Chad rejected the charge on Tuesday, 27 October, in a statement read on national television by government spokesperson Gassim Chérif Mahamat. He said Chad did not order, carry out or support any air operation from its soil against Niger.

Chad also denies helping a foreign power act against Niger. It asks Niger to make its evidence public and backs an independent international investigation.

Chad says Niger shelters armed Chadian rebel groups, a concern it says it raised for four years. Niger had not publicly answered that claim when this report was written.

France had made no public reply when this report was written. It withdrew its troops from Niger in December 2023 and handed over its last base in Chad in January 2025.

Why It Matters

Relations between Niamey and N’Djamena, Chad’s capital, have soured since a mutiny in Niamey on 28 and 29 August. Soldiers fought the presidential guard, which Russia’s Africa Corps, a Russian state-backed military force, supports.

In early September, state television aired Captain Roger Gabriel, who said Chad and French special forces planned to back the mutineers. He offered no evidence.

Chad’s president, Mahamat Déby, posted a Quran verse on not mixing falsehood with truth, read by many as a veiled denial. France’s foreign minister, Jean-Noël Barrot, called the charge “pure fantasy” on 5 September.

General Tiani has ruled Niger since a coup in 2023 and was sworn in as president in 2025. Algeria, Niger’s northern neighbour, has also drawn closer militarily, as a separate report explains.

Article 2(4) of the UN Charter, which Niger cites, bars states from using force against another state’s territory. Niger has not yet shown proof that a court or the UN could test.

What It Means for You

Travellers should check the US State Department’s current Niger advisory before any trip. The strike hit a remote desert area, but Niger already faces attacks by armed groups.

Investors in uranium or Sahel oil should watch for escalation between Niger and Chad. Niger says armed groups target its energy and strategic sites, so border tension raises risk for projects there.

Washington has had no military base in Niger since 2024, and no US role in the dispute has been reported. Agadez is also a crossing point for migrants heading north, so instability can change those routes.

What Is Not Known

No independent party has confirmed who launched the drone, where it took off, or how many people died. Niger has not published its evidence or named the dead.

The sources give no distance from Emi Lulu to the Chadian border, so the claimed launch point is unclear. France has not said whether it had any role.

It is also unclear whether the UN Security Council will discuss the complaint or when. Niger has not said what measures it might take under its self-defence claim.

Frequently Asked Questions

Who does Niger blame for the drone strike?

The Niger government blames Chad, which it says launched the drone, and France, which it says supported it. Both claims are unproven so far.

What is Niger asking for?

It wants an independent international investigation, an end to hostile acts and reparations. It has also taken the complaint to the UN Security Council and the African Union.

Have Chad and France responded?

Chad denied any role on 27 October and asked Niger to publish its evidence. France had made no public reply when this report was written.

Why are Niger and Chad at odds?

Tension rose after a mutiny in Niamey on 28 and 29 August, which Niger linked to Chad and France without public proof. Chad accuses Niger of sheltering Chadian rebels.

Is it safe for Americans to travel to Niger?

The US State Department publishes the official advisory, which travellers should read before booking. The strike hit a remote desert area, and armed groups still attack elsewhere in Niger.
