Two people injured during an exchange of fire by security forces outside the residence of former National Security Service (NSS) Internal Security Bureau Chief Gen. Akol Koor Kuc in Juba in November 2024 are seeking a combined USD 341,150 in compensation from South Sudan’s Ministry of Defense and Veteran Affairs.
The two plaintiffs, advocate Manawa Gabriel Makwach and Gum Anderia, are also seeking compensation for moral damages, medical expenses and legal costs, according to their lawyer, Angelo Thon Pal.
A court in Juba is expected to deliver its judgment in the civil case on Tuesday, October 27.
Thon told reporters on Monday that the case stems from the November 21, 2024, shooting incident, during which the two plaintiffs sustained injuries and required medical treatment.
“Today’s [Monday] session was fixed for the pronouncement of judgment against the Ministry of Defense and Veteran Affairs. The case goes back to 21st November 2024. An incident that took place at around 7 p.m. at the residence of Gen. Akol Koor, the former Director General of the National Security Service’s Internal Security Bureau, who is still under house arrest to this day,” he said. “The two plaintiffs got involved in that incident and sustained several injuries in different parts of their bodies, and they were taken to a hospital for medical treatment. They have been under treatment for almost two years.”
According to the lawyer, Manawa is seeking USD 260,150 in material compensation, while Gum is claiming USD 81,000. He said the National Medical Commission assessed Manawa’s disability at 60 percent following the injuries he sustained.
Pal said the plaintiffs initially submitted documents to a military investigation committee established following presidential directives in December 2024. The committee, led by Lt. Gen. James Koang Chuol, reportedly completed its work and submitted a report to the presidency, but the victims had not received its findings.
The lawyer said the plaintiffs later pursued legal action after receiving no outcome from the investigation. He added that the Ministry of Defense was notified through the Ministry of Justice before the civil suit was filed.
According to Pal, the ministry was served with court documents and attended several hearings. He said the court allowed the parties to settle the matter amicably, but no settlement was reached.
The plaintiffs subsequently asked the court to proceed with their statements in the absence of the ministry’s representative, the lawyer said.
In addition to the material compensation claims, Pal said the plaintiffs were seeking compensation for moral damages, as well as court fees and legal expenses. He said the amount for moral damages would be assessed by the court.
The shooting occurred on the evening of November 21, 2024, near the residence of the former security chief in Juba. The incident involved an exchange of gunfire between security personnel and resulted in deaths and injuries, according to earlier reports.
The civil case, identified by the lawyer as case number 276 of 2026, seeks compensation from the Ministry of Defense and Veteran Affairs. The court’s ruling is expected to determine the outcome of the plaintiffs’ claims.
