Thailand is preparing new data center rules as rising investor interest pushes the government to strengthen oversight of the fast-growing digital infrastructure sector. The proposed requirements will cover site selection, land use, fuel storage, water management and environmental practices.
Thailand’s data center committee announced the plan on Tuesday (October 27, 2026), saying operators must meet minimum standards designed to manage the impact of these facilities. The move comes as the Southeast Asian country seeks to attract more technology investments while addressing concerns over resource use and environmental protection.
According to Reuters, the government has planned to classify data centers into seven categories based on their power requirements. The new framework is expected to provide clearer operating conditions as more companies explore setting up facilities in the country.
New Standards for Data Center Operators
The proposed rules will establish minimum requirements across several areas. These include suitable locations, land-use planning, fuel storage facilities, water management infrastructure and an environmental code of practice.
The requirements are intended to bring greater consistency to the approval and operation of data centers. Such facilities support cloud computing, artificial intelligence, and online services, but they also require substantial electricity, cooling, and water.
Existing operators will have one year to comply with the new minimum standards, Danucha Pichayanan, secretary-general of Thailand’s National Economic and Social Development Council, said. This transition period is expected to give companies time to assess their operations and make the necessary changes.

New Applications Expected in Early 2027
Thailand expects to reopen applications for new data center projects in early 2027, after submitting the proposed criteria to the Cabinet. The government is working to establish a clearer framework before allowing the next wave of applications to proceed. The scale of investor interest is significant. Danucha said more than 100 prospective operators were considering opportunities in the country.
As of February 2026, Thailand had 42 data centers with a combined IT load of 3,400 megawatts. Investment in the sector stood at approximately 750 billion baht, highlighting the importance of digital infrastructure to the country's economic plans.

Thailand Targets Regional Data Center Leadership
Thailand wants to become a regional digital infrastructure hub, competing with established markets such as Singapore and Malaysia. Growing demand for cloud services and AI computing has increased the need for facilities that can process and store large volumes of data.
Major technology investments have added momentum to this ambition. Google announced a USD 1 billion investment in data center and cloud infrastructure in Thailand in 2024, while TikTok has also made significant commitments to data center development, Reuters reported.
The new rules reflect Thailand’s effort to balance investment opportunities with responsible resource management. Their implementation will matter as the country seeks to attract more operators without overlooking land use, water needs, and environmental concerns.
