The force said the man they want to speak to has since “significantly altered his appearance” from the CCTV footage.
Anyone who sees him is urged not to approach him, but to contact police immediately.
The fresh appeal comes after a 23-year-old man was arrested on Monday on suspicion of conspiracy to commit murder. He remains in police custody.
Mr Mustafa was shot dead at a pub at about 9.30pm on October 19 in what detectives believe was a targeted attack.
