What COP31 Is
COP31 is the 31st session of the Conference of the Parties to the UN Framework Convention on Climate Change, the annual summit where nearly 200 countries negotiate collective climate action. The conference takes place in Antalya, Turkey, from Nov. 9 to 20, 2026, with the World Leaders Summit scheduled for Nov. 11-12.
Turkey is the official host and holds the COP presidency, while Australia leads the formal negotiations under a compromise reached at COP30 in Belém in November 2025. Turkish Environment Minister Murat Kurum is the nominated COP31 President, and Australian Climate Minister Chris Bowen serves as President of Negotiations.
Main Agenda Battles
Climate finance remains the central dispute, including the target of at least US$300 billion annually by 2035 for developing countries. Negotiators will also address resources for the Fund for Responding to Loss and Damage and the Just Transition Mechanism agreed at COP30.
Security And Logistics
Turkey is planning an unusually large security operation for the summit. Interior Minister Mustafa Çiftçi toured the venue with COP31 President Murat Kurum before the conference.
Turkey's Climate Position
Turkey ratified the Paris Agreement in 2021 and announced a net-zero emissions target for 2053. Its first Climate Act passed the Grand National Assembly on July 2, 2025, introducing concepts such as just transition, climate justice, and voluntary carbon markets into legislation.
What It Means for US Readers
The Trump administration announced in January 2026 that it would withdraw the United States from the UN climate convention, and whether a US delegation will attend COP31 is not confirmed. For US energy markets and companies, COP31 outcomes on fossil-fuel language and climate finance could influence global investment signals.
What Is Not Known
The final list of attending leaders and major delegations has not been published. It is uncertain whether negotiators will reach agreement on the US$300 billion annual climate-finance goal, adaptation finance, loss and damage, and the Just Transition Mechanism.
