THE Zambia Revenue Authority (ZRA) has called on journalists to go beyond reporting tax figures and help citizens understand how public revenue is collected, managed and utilized, as Zambia pushes to grow its economy under the Grow Zambia Agenda.
Speaking at a media workshop in Lusaka on Monday, ZRA Acting Director Executive Support, Laban Simbeye, said accurate and responsible reporting on taxation is critical to building public trust, strengthening voluntary compliance and supporting national development.
Mr. Simbeye, who delivered a speech on behalf of the Commissioner General, urged the media to play a stronger role in explaining tax policy, scrutinizing public institutions and ensuring citizens access clear and reliable information on government revenue.
“The media has an important role in explaining tax obligations, examining tax policy and helping the public understand how revenue contributes to national development,” he said.
He noted that as the country targets increased production, investment, exports and employment, informed reporting can help businesses understand their tax obligations while promoting accountability in the management of public resources.
Mr. Simbeye disclosed that ZRA has set a 2026 revenue collection target of K185 billion, underscoring the need for effective tax administration and public cooperation to meet national revenue goals.
He emphasized that domestic revenue supports essential services such as healthcare, education, road construction and other public infrastructure, making public understanding of taxation vital.
He also cautioned journalists against conflating revenue targets, assessments, outstanding tax liabilities and actual collections, warning that misrepresentation could mislead the public and erode confidence.
“Where information is unclear, seek clarification,” he advised.
He further highlighted the 2027–2031 Medium-Term Revenue Strategic Framework as key to improving domestic resource mobilization, ensuring fiscal stability and reducing dependence on borrowing.
Mr. Simbeye encouraged journalists to ask difficult questions, share experiences and engage openly with tax officials.
Meanwhile, Smart Invoice Manager, Chipo Mwale Ngenda, disclosed that 23,559 taxpayers have been onboarded onto the Smart Invoice system since its introduction.
She said the system, which helps track tax transactions, has not only enhanced revenue mobilization but also helped seal revenue leakages.
