North Korea has begun final screening of unmarried female workers in their 20s bound for jobs in China, and they could start work at Chinese factories as early as December 2026. They come from factories and enterprises in South Pyongan province, which closed its recruitment drive in late September. Women who pass the central government’s final review will likely work in garment, food and seafood processing plants.
A source in South Pyongan province told Daily NK on Thursday that the recruitment campaign lasted about six months. It ran from March through September and targeted unmarried women aged 22 to 27. All of the candidates already worked at factories and enterprises in the province. Each workplace filled its assigned quota quietly, without any public announcement, according to the source. Officials finished drawing up the first list of candidates at the end of last month.
The central government’s final selection process began on Oct. 5 and will run for a month, through Nov. 5. During that period, each candidate sits for a one-on-one ideological interview with an official from the ruling party’s Cadres Department. This Workers’ Party of Korea office vets and manages officials and other personnel assigned to sensitive posts. Each candidate must also pass a detailed medical examination during the monthlong review.
Officials are also cross-checking documents on each candidate’s family background and social class going back three generations. North Korea’s hereditary songbun system sorts families into classes by their perceived loyalty to the regime. A poor family record can derail careers and close off coveted opportunities such as work abroad. Files for women who clear every stage then go to the Central Committee and other central agencies for approval.
Why North Korea is screening female workers so closely
The intense scrutiny of family origins and political records appears aimed at preventing overseas workers from defecting. Pyongyang has tightened screening and surveillance as it sends more laborers to China. Overseas workers remain a key source of foreign currency for the Kim Jong Un regime despite international sanctions. A 2017 UN Security Council resolution required countries to repatriate all North Korean workers by the end of 2019.
The women chosen in the final round will receive intensive ideological education and prepare for departure in November. If all goes to plan, they will leave for China in early December. Most will reportedly work in garment, food and seafood processing plants in Chinese border areas like Liaoning and Jilin provinces.
The source said authorities focused on unmarried women in their 20s because Chinese employers keep seeking young female workers. Chinese factories especially value young women with strong skills and nimble hands, the source said. Authorities also consider single women easier to control than married women with families at home, the source added. That calculation applies especially to long stays abroad and the strict group living arrangements that come with them.
Women on the first list and their families are reportedly torn between hope and worry about the coming deployment. Many expect that working in China will let them earn far more money than they could at home. Yet the authorities have offered no details about their specific duties or working conditions, leaving candidates deeply uneasy.
Some candidates fear overwork in isolated group housing where minders cut off all outside contact. Daily NK has reported that North Korean workers in China often go without basic medical care when injured on the job. Workers abroad also face repeated ideological reviews and constant monitoring by North Korean minders.
“People see a dispatch to China as a chance to save up a lump sum,” the source said. “But there is also anxiety because nobody knows exactly where they are going or what they will be doing. Some parents are deeply worried that their daughters will face heavy surveillance in an unfamiliar place and suffer for nothing.”

Daily NK operates networks of sources inside North Korea who document events in real-time and transmit information through secure channels. Unlike reporting based on state media, satellite imagery, or defector accounts from years past, our journalism comes directly from people currently living under the regime. We verify reports through multiple independent sources and cross-reference details before publication.
Our sources remain anonymous because contact with foreign media is treated as a capital offense in North Korea — discovery means imprisonment or execution. This network-based approach allows Daily NK to report on developments other outlets cannot access: market trends, policy implementation, public sentiment, and daily realities that never appear in official narratives.
Maintaining these secure communication channels and protecting source identities requires specialized protocols and constant vigilance. Daily NK serves as a bridge between North Koreans and the outside world, documenting what’s happening inside one of the world’s most closed societies.
