Pakistan Railways has directed private train operators to provide discounted tickets, railway passes, privilege ticket orders (PTOs), and other travel concessions to eligible passengers following numerous complaints about the denial of these facilities.
The Office of the Chief Commercial Manager at Pakistan Railways Headquarters in Lahore issued the instructions to S. Jamil & Company, ZKB-BT JV, AA Enterprises, Prime Rail, and Lasani Cargo.
According to the letter, the operators have been repeatedly instructed to provide concessions to eligible passengers, including senior citizens, journalists, persons with disabilities, and railway employees.
The department cited Clause 5.15 of its agreements, which requires private operators to honor railway employees’ travel facilities, privilege and post-retirement passes, duty and privilege ticket orders, special passes, and other applicable concessions.
Pakistan Railways clarified that these facilities will remain valid on outsourced trains, with the relevant concessionary quota available until 48 hours before a train’s scheduled departure.
The department said it had received numerous complaints through the Pakistan Citizen Portal and the Wafaqi Mohtasib (Federal Ombudsman) regarding the refusal of these facilities to entitled passengers.
Passengers who are denied applicable concessions have been advised to file complaints with the relevant railway authorities for prompt action.
Pakistan Railways has directed all concerned operators to ensure immediate and strict compliance with their contractual obligations and provide all admissible travel concessions under existing railway rules and policies.
