PUTRAJAYA: The Enforcement Agency Integrity Commission (EAIC) has recommended disciplinary action against National Anti-Drugs Agency (Nada) officers over negligence and breaches of standard operating procedures (SOPs) during a raid in Bera, Pahang.
In a statement, the EAIC said its investigation found that poor tactical handling and non-compliance with SOPs triggered panic and a scuffle that injured a civilian during an operation to detect suspected drug offenders on Oct 13 last year.
"The investigation found negligence in the tactical handling of the raid and non-compliance with SOPs by the Bera Nada operations team, which triggered panic and a scuffle resulting in injuries to a civilian or third party at the scene," the commission said.
The investigation, conducted under Section 27(4) of the Enforcement Agency Integrity Commission Act, also found that officers from the Bera Nada office had breached the agency director-general's standing orders, specifically PTKP BAB 02/2025 (Amendment 2026).
These included failing to record the scuffle or injuries in their official pocket notebooks and shortcomings in photographic documentation during the operation.
However, the EAIC said allegations that Nada officers had threatened those involved to prevent them from disclosing the incident to outsiders could not be substantiated.
The EAIC said the recommended disciplinary action fell under the Public Officers (Conduct and Discipline) Regulations.
It also called for an overhaul of operational procedures, including specific risk assessment guidelines and amendments to standing orders on officer identification during raids, lighting at operation sites and the mandatory recording of injuries.
The commission further recommended that Nada provide all enforcement personnel deployed for field operations with properly maintained pocket notebooks.
It also urged the Home Ministry to prioritise a policy on supplying and procuring body-worn cameras for Nada enforcement personnel conducting field operations.
The EAIC said it remained committed to strengthening integrity and professionalism among enforcement agencies under its supervision.
