The Council of the European Union on Monday adopted decisions allowing €4.7 billion to be used to reimburse member states for military assistance already provided to Ukraine, while also enabling further EU funding for the country’s military support and training, the Council said.
The decisions provide for an additional €230 million in funding for the EU Military Assistance Mission in support of Ukraine, known as EUMAM Ukraine, during 2027.
With the latest measures, total EU support for Ukraine through the European Peace Facility (EPF) will reach €10.8 billion. Of this amount, €9.9 billion is allocated to reimbursing member states for military assistance delivered to Kyiv, while €950 million has been earmarked for military training under EUMAM Ukraine, according to the Council.
The measures reaffirm the EU’s continued support for Ukraine’s independence, sovereignty and territorial integrity in the face of Russia’s war, the statement said.
Established in March 2021, the European Peace Facility finances measures under the EU’s common foreign and security policy aimed at preventing conflicts, preserving peace and strengthening international security and stability. It allows the bloc to fund initiatives that reinforce the military and defence capabilities of countries outside the EU, as well as regional and international organisations.
EU member states agreed in late September on the conditions for releasing €6.6 billion in EPF funding for military assistance to Ukraine. Under that allocation, €900 million was designated for the EU military training mission, €1 billion for the joint procurement of new equipment and €4.7 billion for reimbursing member states’ military expenditure on support for Ukraine.
The EU has also channelled €3.5 billion to Ukraine through the EPF using proceeds generated by interest on Russian assets frozen under EU sanctions and held in European financial institutions. The funds were intended to help Ukraine purchase ammunition, air defence systems and drones.
