Mozambican President Daniel Chapo will make a working visit to Russia from 27 to 29 October, with plans to meet Vladimir Putin and attend the 3rd Russia-Africa Summit.
In a statement, the Mozambican Presidency said Daniel Chapo is visiting the European country in response to an invitation from his Russian counterpart, Vladimir Putin, to attend the 3rd Russia-Africa Summit.
This will be President Daniel Chapo’s first participation in the Russia-Africa Summit, a platform for dialogue intended to promote and deepen cooperation mechanisms and strategies between the Russian Federation and African countries, according to information released by the Presidency.
According to the document, during the summit, the heads of state are expected to adopt three documents, namely the Declaration of the 3rd Russia-Africa Summit, the 2027–2029 Action Plan, and the Declaration on Cooperation in the Field of the Peaceful Use of Artificial Intelligence Technologies.
“On the sidelines of the meeting, the President of the Republic will meet with President Vladimir Putin, as well as engage with the Mozambican community residing in the Russian Federation and representatives of major Russian companies,” the statement reads.
The Mozambican head of state is visiting Russia after Russian Foreign Minister Sergei Lavrov said in Maputo in July that Russia was ready to help Mozambique “eliminate” terrorism in Cabo Delgado.
“We continue to support the efforts of [Mozambican] President Chapo to stabilise the situation in the north, eliminate the terrorist threat and consolidate Mozambique’s genuine sovereignty. We provide support, including through personnel training and the supply of the necessary weapons and equipment,” Lavrov said at the time, speaking to journalists after meeting Mozambique’s Minister of Foreign Affairs and Cooperation, Maria dos Santos Lucas.
At the meeting with the head of Mozambique’s diplomacy, following his meeting with Mozambican President Daniel Chapo, the Russian official reaffirmed Russia’s willingness to support the fight against the insurgency that has affected gas-rich Cabo Delgado province since 2017. The attacks have been carried out by elements associated with the Islamic State and have displaced more than 1.1 million people.
“Both at the meeting with the President a few hours ago and during the lengthy talks that have just concluded, we devoted most of our attention to discussing concrete ways to strengthen, develop and expand our strategic partnership, based on a solid foundation of solidarity and mutual assistance forged during the struggle against colonialism,” Lavrov said at the time.
