Ghana and the United States, Relations Explained

GHANA · US RELATIONS

Trade, visas, deportations, security, oil, gold, aid and a large diaspora all shape the link. Here is where Accra and Washington stand in October 2026.

Ghana US relations in October 2026 rest on trade, a visa and deportation understanding, a security partnership and a large diaspora. Ghana is not among the 60 economies hit by new US tariffs in July, but AGOA, visas and health aid remain unsettled.

This guide covers trade and tariffs, visas and deportations, security, investment, aid and the diaspora. Every figure carries its date, and what could not be confirmed is listed near the end.

Ghana US Relations at a Glance

Ghana is a West African country on the Gulf of Guinea, and its capital is Accra. Mahama, of the National Democratic Congress, took office in January 2025; see the guide to Ghana’s politics.

The Millennium Challenge Corporation (MCC), a US aid agency, lists a completed US$316 million power compact with Ghana. Other long-running links include military training, health aid and trade preferences under AGOA.

Foreign Minister Samuel Okudzeto Ablakwa met Allison Hooker, the US Under Secretary of State for Political Affairs, in March 2026. Ghana’s foreign ministry says they discussed AGOA, the MCC and preparations for the 2026 FIFA World Cup.

Several terms recur in this guide. The list below explains each one in plain English.

• AGOA: the African Growth and Opportunity Act, a US law that gives eligible sub-Saharan countries duty-free access for over 1,800 products.
• NDC and NPP: the National Democratic Congress, Mahama’s governing party, and the New Patriotic Party, the main opposition.
• Chargé d’affaires: the diplomat who leads an embassy when no ambassador is in post; Rolf Olson holds that role in Accra.
• Section 301 and Section 122: two US trade laws used in 2026 to impose tariffs after the Supreme Court limited emergency powers.

Trade and Tariffs

The US Census Bureau counts US goods exports to Ghana at US$1.28 billion in 2025 and imports at US$1.22 billion. That left a US surplus of US$63.3 million.

The US Trade Representative’s office estimates total goods and services trade with Ghana at US$4.6 billion in 2025, up 21.3%. Services trade alone was about US$2.1 billion.

From January to August 2026, US exports to Ghana rose 38.5% to US$1.11 billion and imports rose 29.5% to US$1.33 billion. The US deficit was US$213.4 million, against US$220.6 million in the same months of 2025.

An executive order set a 15% US tariff on Ghanaian goods from 7 August 2025, using emergency powers. On Friday, 20 February 2026, the Supreme Court ruled in the Learning Resources case that this law does not authorise tariffs.

The same day, a proclamation set a 10% surcharge on most imports for 150 days under Section 122 of the Trade Act. It applied from 24 February until 12:01 a.m. on 24 July 2026.

On 23 July 2026 a memorandum ordered Section 301 tariffs of 10% or 12.5% on 60 economies lacking forced-labour import bans. Ghana is not among them, though Nigeria, South Africa, Egypt and Morocco are.

In the documents checked, no country-wide US tariff on Ghana since 24 July 2026 was found. Product-based duties, such as those on steel under Section 232, apply to all origins, so importers should check each tariff line.

President Donald Trump signed AGOA’s reauthorisation on 3 February 2026, through 31 December 2026 and retroactive to 30 September 2025. The US Trade Representative says Ghana is eligible and qualifies for textile and apparel benefits.

US Trade Representative Jamieson Greer said on 3 February 2026 that his office would work with Congress to modernise the programme. Ghana’s trade minister, Elizabeth Ofosu-Adjare, called the extension a boost for jobs in garments, agro-processing and cocoa derivatives.

Visas and Deportations

In July 2025 the US limited Ghanaian visa applicants to three-month, single-entry visas, citing overstays. In late September 2025 Ghana’s foreign ministry announced that five-year multiple-entry visas were available again.

Separately, Ghana agreed in 2025 to accept West African nationals deported from the United States under a memorandum of understanding. Ghana’s government says it receives no payment and acted on humanitarian principles and African solidarity.

By 15 September 2025 Ghana had received 14 people from Nigeria and The Gambia, who were helped to return home. The government says it vetted them and put safeguards in place to keep out convicted criminals.

Ablakwa said that, by convention, a memorandum of understanding needs no parliamentary ratification. He added that a full agreement would go to Parliament under Article 75 of the 1992 constitution.

Ghana does not appear in the entry-restriction proclamations of June 2025 or December 2025. The December text names other West African states, including Nigeria, Benin and Senegal.

On 21 January 2026 the State Department paused immigrant visa issuance for nationals of 75 countries, including Ghana. The pause covered immigrant visas only, not tourist, business or student visas.

On Friday, 21 August 2026, a federal judge in New York vacated the pause. The ruling set aside refusals based solely on the pause, while refusals on other grounds still stand.

Ablakwa also praised enhanced visa processing at the US embassy in Accra in March 2026, saying it had cut waiting times. Both sides pledged to further enhance existing relations.

Security and Military Ties

US Africa Command (AFRICOM) is the Pentagon’s command for Africa, and its commander visited Ghana earlier in 2026. The US Embassy says cooperation also includes joint training exercises, co-hosted land and maritime forces summits, and medical and educational exchanges.

Assistant Secretary of War Daniel Zimmerman and AFRICOM Deputy Commander Lieutenant General John Brennan visited from 6 to 8 August 2026. The US release says they discussed domestic, maritime, border and regional security with Ghanaian officials.

Major General Matthew Brown, who leads the US Army’s Southern European Task Force, Africa, visited in late September 2026. Olson called him the fourth senior US military visitor to Ghana in 2026.

Brown said his priority was understanding Ghana’s needs and that solutions must be African-led, with the US in a supporting role. No funding, troop or base figures were published for these visits.

The State Department’s advisory, dated 8 April 2025, rates most of Ghana Level 2, Exercise Increased Caution. Northern border regions near Burkina Faso and Côte d’Ivoire are Level 3, Reconsider Travel.

US Investment, Lenders and Companies

The International Monetary Fund (IMF) board completed the final review of Ghana’s roughly US$3 billion programme on 27 July 2026. About US$371 million was released with that review.

Ghana’s economy grew 6.0% in 2025 and 6.4% in the first quarter of 2026, the IMF says. Gross reserves were US$11.9 billion at the end of 2025, about four months of imports.

Gold made up more than half of Ghana’s export receipts in 2025, the IMF says. Cocoa exports recovered while oil production fell.

Kosmos Energy is a Dallas oil company listed in New York. It reported net Ghana output of about 36,300 barrels of oil equivalent daily in the second quarter of 2026.

Gross output was about 72,000 barrels a day at Jubilee and 14,700 at TEN, where Kosmos holds 38.6% and 20.4%. It expects Jubilee to pass 90,000 barrels a day and seeks a rig for up to ten more wells from mid-2027.

Newmont, a US gold producer, lists its Ahafo North and Ahafo South mines in Ghana among its managed operations in 2026. No production figures for them were found.

Aid and Health Cooperation

Olson said on 29 September 2026 that US health aid to Ghana was US$82.5 million in the first year of this administration. It was US$53 million in fiscal 2026, and a final instalment is under consideration for fiscal 2027.

Washington now offers bilateral health agreements that cut US funding over several years while partners take over the costs. Olson said the State Department had signed 35 such agreements worldwide, worth US$24.6 billion in total.

He said Ghana’s cabinet rejected the draft and that Mahama found some conditions unacceptable. The sticking points were access to pathogen and medical data, a fixed co-funding share, and no inspection of US medical supplies.

Olson called the talks good-faith and said the US remains open to engaging Ghana. A health deal review covers the earlier reporting, and no announcement of a new MCC compact was found.

The Ghanaian Diaspora and Remittances

The UN Population Division estimated 258,000 Ghana-born people living in the United States in 2024, about 24% of all Ghanaians abroad. The same UN estimate counts about 1.06 million Ghanaians living abroad in total.

Bank of Ghana Governor Johnson Asiama said in April 2026 that remittances reached nearly US$7.8 billion in 2025. Speaking to diaspora members in Virginia, the central bank chief urged them to invest in small firms, housing and agriculture.

What It Means for US Readers

Travellers should read the State Department’s Level 2 advisory, dated 8 April 2025, which cites violent crime and northern border risks. Entry rules for Americans should be checked with Ghana’s embassy before booking.

Importers face no country-wide tariff on Ghana since 24 July 2026 in the documents checked. They should still watch AGOA’s expiry on 31 December 2026 and any new Section 301 or Section 232 action.

Investors can follow Ghana through Kosmos, which reports Jubilee and TEN output each quarter, and through Newmont’s Ahafo mines. The completed IMF programme removes one source of financing risk but not oil or gold price risk.

Ghanaian Americans waiting for immigrant visas may benefit from the 21 August 2026 ruling, though refusals on other grounds still apply. Money sent home has been a major source of foreign exchange for Ghana, as the 2025 remittance figure shows.

What Prediction Markets Say

Kalshi, regulated by the US Commodity Futures Trading Commission, lists bets on the next Ghanaian parliamentary election, expected in December 2028. On 27 October, 9:36 a.m. ET the National Democratic Congress last traded at 61% and the New Patriotic Party at 36%.

The NDC contract showed a bid of 54 cents and an ask of 61 cents, with about 10,167 contracts traded. The NPP contract showed a bid of 37 cents and an ask of 43 cents, with about 4,826 contracts traded.

This is a bet on Ghana’s domestic politics, not on relations with Washington, and thin trading makes the prices rough. It matters to US readers because the winner would shape future trade, aid and migration talks with Washington.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.
