In Plain English
The Public Ministry, or Ministerio Público, is the Dominican prosecution service, and the DNCD is the National Drug Control Directorate. Pretrial detention, called prisión preventiva in Spanish, means a suspect is held in jail before a trial if a judge orders it.
A coercion measure is the court’s decision on how to restrict a suspect while the case continues, and jail is the harshest option. A complex case is a court status for investigations that need special handling, and the July case was given it.
Dominican prosecutors on Monday 26 October 2026 asked a judge to order pretrial detention for an Army major whom they link to an international cocaine-trafficking network. El Nacional and El Día, relaying the Public Ministry statement, name the officer as Jorge Nicolás Giovanni Eusebio Bretón, alias “el Guardia”, and say the DNCD arrested him as he was about to leave for the United States through Las Américas International Airport.
The judge postponed the hearing to Wednesday 28 October at 12:00 so that the defense can study the prosecution’s evidence. The case stems from a seizure of 243.40 kilograms of cocaine at a cockfighting ring in Pedro Brand in July, and the published accounts do not say what role prosecutors attribute to the major.
What Prosecutors Allege
The Public Ministry says the major was arrested for his link to an international criminal organization that traffics drugs from La Guajira, Colombia, and Venezuelan territory to the east and south coasts of the Dominican Republic. Its case file, it says, shows the group used vehicles to carry the drugs to storage points, including a cockfighting ring on the Duarte highway.
Prosecutors filed the request at the Permanent Attention Judicial Services Office of Santo Domingo Oeste, a court office that handles urgent measures. Deputy Prosecutor Sourelly Jáquez, who heads the Specialized Anti-Narcotics Prosecution Office, and prosecutor Andrés Mena Marte presented it with Santo Domingo Oeste prosecutors Ramón De La Rosa and Yessica Durán of the Complex Cases Unit.
The major has not been convicted of anything, and under Dominican law he is presumed innocent until a court rules otherwise. No statement from the major, his lawyers or the Army appears in the published accounts.
The July Seizure Behind the Case
On 18 July 2026 authorities raided a cockfighting ring at kilometer 36 of the Duarte highway in Pedro Brand and seized 237 packages of cocaine hydrochloride weighing 243.40 kilograms. The Public Ministry cites a chemical analysis certificate from the National Institute of Forensic Sciences (Inacif) for the weight.
Prosecutors say the drugs were hidden in compartments of a black Chevrolet Silverado pickup. A suspect arrested in the raid received three months of pretrial detention from Judge Cecilia Toribio on 23 July, and the Public Ministry says he serves it at the Las Parras corrections center in San Antonio de Guerra.
Agents also seized RD$296,000 in cash from a Toyota Corolla, about US$4,950 at the central bank’s buy rate of 59.85 per US$1 for 26 October. Prosecutors say the money relates to a drug transfer with another person whose identity is withheld because the investigation continues.
The operation also yielded a 12-gauge shotgun, a pellet rifle, a vest marked “Policía Nacional” and a digital night-vision binocular, among other items. The Public Ministry adds that the court also declared the July case complex.
What Happens Next
The hearing on the coercion measure resumes on Wednesday 28 October at 12:00 before the same court office. The judge set the delay so that the defense lawyers can study the evidence the Public Ministry presented and prepare their arguments.
If the judge grants the request, the major would be held in custody while prosecutors continue the investigation. If the judge refuses, the court could impose a lighter restriction or none at all, and the investigation would continue either way.
Dominican Drug Trafficking and the US Angle
Prosecutors say the major was about to leave for the United States when DNCD agents arrested him at Las Américas, the international airport that serves Santo Domingo. The published accounts do not say which US city he planned to fly to, and they name no US agency in this case.
A separate DNCD operation shows how US agencies figure in Dominican drug cases. On 22 October the DNCD announced the seizure of 555 packages of suspected cocaine from a 27-foot speedboat off Baní, with support from the DEA, US Southern Command, the Joint Interagency Task Force South, US Customs and Border Protection, the State Department’s narcotics and law enforcement bureau and Colombia’s air force.
The DNCD says it has seized more than 34 metric tons of drugs so far in 2026, a total it calls historic. A one-ton seizure in Pedernales on 20 October is covered in Dominican Republic Seizes Ton of Cocaine.
What It Means for You
For US readers, the case matters because an Army officer is accused of links to a cocaine network and was stopped as he was about to travel to the United States. No US agency is named in the accounts of this case, although the DNCD lists several US agencies as partners in other seizures this month.
The allegations are those of the Public Ministry and have not been tested in court. More background is in the Dominican Republic coverage and in the explainer on Dominican security and crime.
What Is Not Known
The published accounts do not say when the major was arrested, which destination he had planned, or what role prosecutors attribute to him in the network. They also do not state the legal classification of the alleged offense.
It is not known whether the judge will order pretrial detention on Wednesday or what the defense will argue. No Army comment appears in the published accounts, and prosecutors have not said whether other arrests are expected.
