The Ministry of Education and Culture (MEC) and the Ministry of Finance are coordinating measures to settle debts owed to teachers and mobilise resources for the printing and distribution of school textbooks for the 2027 academic year.
The process includes the validation of outstanding amounts and the phased payment of overtime.
The work under way covers debts relating to overtime, second classes, salaries, promotions and administrative acts.
According to information released by the Ministry of Education, the validation of the amounts is under way, while the two institutions are seeking to secure the resources needed to meet their financial commitments and ensure the availability of school textbooks for the next academic year.
Regarding overtime, phased payments of amounts relating to 2023 are under way, subject to the availability of funds. At the same time, the validation of debts relating to the period from 2024 to 2026 is continuing, with no date given for the completion of the process.
Alongside the settlement of debts, the MEC is seeking to mobilise financial resources to ensure the printing and distribution of school textbooks for the 2027 academic year.
The initiative aims to ensure the availability of learning materials for the next academic year. However, the information released does not specify the amount required for the operation, the number of copies to be produced, or the timetable envisaged for printing and distributing the books.
As part of the institutional coordination, the Minister of Education and Culture, Edson Macuácua, and the Minister of Finance, Carla Loveira, undertook at the end of the meeting to hold regular monthly meetings to monitor and evaluate the process.

Coordination between the two ministries therefore covers the validation of debts, payment of the amounts recognised, and mobilisation of resources for the 2027 school textbooks. Monthly monitoring is expected to allow the two institutions to assess progress on the measures under way, in line with the commitment announced.
To date, the information made available does not provide an overall timetable for settling the debts, nor does it indicate a date for completing the validation of amounts relating to the period from 2024 to 2026 or for making the school textbooks available.
